514 kabupaten/kota carrying 271,078,466 people, 0.043% under the population mosaic's own read-back — the gap is cells whose centre falls outside every OSM polygon. population_2020 is modelled, not counted: GHS-POP disaggregates census totals onto a 100 m grid by built-up volume, which reconciles nationally but per kabupaten redistributes people between neighbours, and it overshoots the census in interior Papua (+23.8% against BPS SP2020 across the Papua provinces). Use it for ranking, density surfaces and gravity models, not as a census substitute for a single unit. water_permanent_pct is far stricter than it sounds — occurrence exactly 100 means water in every valid Landsat observation since 1984, which almost no real water body survives: Lake Toba probes 99 and is excluded. Nationally occurrence 100 covers 0.0349% of land against 0.4288% for occurrence 90 and above, 12.3x more, so water_ge90_pct is the robust column for anything that means permanent water colloquially. One unit reads no source data at all: Kabupaten Administrasi Kepulauan Seribu carries raster_coverage 'none' and NULL in every raster-derived column, because the ADM0 cutline both mosaics were clipped with does not contain the Thousand Islands. That is an upstream boundary hole rather than a measurement, and publishing 0 would have been a measurement this build never made; land_area_km2 and the OSM attributes are still valid there. Surface water is a proneness proxy, not a flood history — Landsat-optical on a ~16-day revisit under-reports water that drains between overpasses, sits under vegetation or urban canopy, or hides under persistent cloud. The two halves differ in vintage: population is epoch 2020, water is the 1984-2021 occurrence record. Geometry is simplified for display and is not for area computation — land_area_km2 is carried so nobody measures it off these polygons. Join on kab_kota_name and carry kind; no BPS code column ships. kab_kota_name and kind come from the OSM boundary layer, where they are derived from OSM's tags rather than copied from one field, with two features corrected on BPS authority: Langsa and Subulussalam, both in Aceh, are kota per BPS though OSM tags them official_name="Kabupaten …" (resolved 2026-08-05). That correction is what makes the split here 416 kabupaten + 98 kota, the published national figure, rather than OSM's own 418 + 96.Provenance

Derived 2026-08-05 by zonal statistics over the 514-unit OSM ADM2 layer that ships beside this one. A raster cell counts for the unit whose polygon contains the cell centre, so cells are partitioned between units and never shared or split. Neither raster was reprojected, resampled or rescaled: the polygons were transformed into each raster's own CRS instead, because GHS-POP cell values are person counts and resampling redistributes people between cells. Population is GHS-POP R2023A epoch 2020 at 100 m in World Mollweide, which is equal-area, so a cell count is an area. Surface water is JRC Global Surface Water v1.4 occurrence (1984-2021) at ~27.8 m in EPSG:4326, whose cells are not equal-area, so every water area is accumulated with the exact spherical band area of each raster row. Percentages divide by observed land — the pixels the source cutline kept — not by every pixel inside the polygon. Bands: water_any_pct is occurrence 1-100, water_intermittent_pct 1-49, water_seasonal_pct 50-99 and water_permanent_pct exactly 100, the three partitioning water_any exactly; water_ge90_pct is occurrence 90-100, a sensitivity band outside that partition. Geometry is the display-simplified boundary layer, and land_area_km2 is carried from the boundary build, measured geodesically on the WGS84 ellipsoid. Empty means NULL and never zero.
